Data Protection, Privacy & Transparency for applicants

Introduction

This notice explains what information the Central Statistics Office (CSO) Census Recruitment team will process for the purposes of this recruitment competition (and subsequent employment if successful), why we process this information, with whom this information is shared and a description of your rights with respect to your information.

What information does CSO collect about me?

As an employer, we need to keep and process certain information about our applicants / employees for normal recruitment competition, employment and Human Resource (HR) management purposes, to comply with our legal obligations and, where necessary, to protect our legitimate interests. We will collect and process information during the recruitment process, during our employment relationship and following the end of the employment contract.

Personal data is normally obtained directly from applicants/employees. In certain circumstances however it will be necessary to obtain data from internal third parties, e.g. line managers, or from external third parties, e.g. references from previous employers, the Revenue Commissioners etc. Where relevant to the nature of the work, the organisation may make an application to the Garda Vetting Bureau for Garda clearance of a potential employee.

If you email us or phone us using the contact details given on this site, the personal data you supply will be processed as per our Telecommunications Privacy Policy. We will hold these details for the length of time required for processing and we will only use the details for the purpose for which they were received.

We use a third-party provider (An Post GeoDirectory DAC) to convert your address into geographic co-ordinates. This information is then used internally to map applicant locations for interview purposes. No third-party provider retains any information relating to your address except for statistical data (e.g. how many eircodes, addresses etc.) but not the actual eircode address.

How will my information be used?

The information we collect will be used for management and administrative purposes. We keep it and use it to enable us to run our business, manage our applicant/employment relationships effectively, lawfully and appropriately and protect our applicants’/employees’ rights and interests. This includes using applicant/employee information to enable us to manage the application process, the employment contract, comply with legal obligations, pursue our legitimate interests and protect our legal position in the event of legal proceedings against the organisation.

Who receives employee information outside of the organisation?

Employee information may be disclosed to third parties where we are legally obliged to do so or where our employment contract requires or permits us to do so (for example Payroll Shared Services).

Are there transfers to third countries and if so, what safeguards are in place?

Applicant/employee information will not be transferred abroad.

What happens if applicants/employees do not provide us with required information?

In some cases, applicants/employees may decline to provide us with certain personal data. However, if we believe that we require relevant information to efficiently and properly manage our applicant/employment relationships, we may not be able to continue our relationship with applicants/employees who decline to provide us with that personal data.

Does the CSO use profiling or automated decision making?

No census recruitment applicant/employee data will be used for the purpose of automated decision making or profiling.

What are my rights under data protection law?

Applicants/employees have the following rights under data protection law, although the ability to exercise these rights may be subject to certain conditions:

  • The right to receive a copy of and/or access the personal data that is held about oneself, together with other information about our processing of that personal data.
  • The right to request that any inaccurate personal data that is held is corrected, or if we have incomplete information to request that we update the information such that it is complete.
  • The right, in certain circumstances, to request the erasure of personal data.
  • The right, in certain circumstances, to request that we no longer process personal data the way in which we process it.
  • The right, in certain circumstances, to transfer personal data to another organisation.
  • The right to object to automated decision making and/or profiling and
  • The right to complain to the Data Protection Commissioner.
