Is the Census Liaison Officer the job for me?

Census Liaison Areas are divided into six distinct areas of the country.  As a Census Liaison Officer, you will have responsibility for the successful delivery of Census 2027 in your assigned area. You will manage a team of 6-8 Census Regional Supervisors who will each have a regional area within your overall area.  You will act as a key link between the Census HQ Staff in Swords and the census field operation. This includes closely monitoring the progress of the census responses, providing guidance, relaying instructions from headquarters to field teams, and resolving day-to-day operational issues.  

Duties will include:

  • Managing and coordinating field operations to ensure full and efficient coverage of assigned   regions.
  • Providing leadership, direction, and ongoing support to a team of Regional Supervisors.
  • Identifying and managing operational risks arising in the field.
  • Becoming familiar with relevant IT systems, including the Census Customer Relationship Management (CRM) platform.
  • Supporting Census HQ in the recruitment of Field Supervisors and Field Support Officers.
  • Leading in the recruiting, training, and supervision of a large temporary field workforce.
  • Reviewing and analysing field reports to identify trends, progress issues, or anomalies.
  • Assisting with a range of HR-related responsibilities throughout the census cycle.
  • Conducting exit interviews and complete performance assessment forms where required.
  • Planning and supporting community outreach and engagement initiatives to promote census participation.

High level requirements

Candidates must, within the last ten years, have acquired at least three years of practical experience in two or more of the following areas:

  • Managing at a senior level, reporting directly to a Chief Executive or senior management within a large organisation.
  • Supervising staff, ideally in a remote or blended work environment, and overseeing the organisation of work for teams of 10 or more people.
  • Designing, organising, and delivering training programmes.

In addition:

  • Be computer literate and proficient in the use of Microsoft packages, video conferencing services, smart phones and applications. 
  • Hold a current full clean driving licence and have the full-time use of a car for the contract term. 
  • Satisfy the eligibility under citizen and other requirements as set out in the candidate’s booklet.
